This article presents the results of the development of a plan for conducting comprehensive cadastral works in the Voronezh Region. The percentage of unrecorded real estate objects, both land plots and capital construction facilities, is more than 40%. This significantly high percentage of unrecorded real estate objects has a negative impact on the efficiency of land use in the region, as the relevance and completeness of information in the Unified State Register of Real Estate serve as the basis for making management decisions regarding land use. Previously, complex cadastral works were carried out in the region (from 2022 to 2025), both at the expense of the federal and regional budgets, and although the percentage of registered real estate increased as a result of this measure, the final result is still insufficient. Taking into account the proven problem of a high proportion of unrecorded objects, the author supports the idea of conducting comprehensive cadastral works as the most effective method of replenishing and refining the register of registered objects in the region. As a result, a plan for conducting comprehensive cadastral works in 2026 in the Voronezh Region was developed. The program is based on the provisions of the Federal Law «On State Registration of Real Estate» and the Federal Law «On Cadastral Activities». The projected indicators of the program were calculated based on the results of comprehensive cadastral works conducted in the region between 2022 and 2025. As a result, the author presents the procedure for conducting comprehensive cadastral works, identifies the list of districts in the region that should be included in the event program, and outlines the volume of real estate objects that will be checked to eliminate gaps in the Unified State Register of Real Estate in the Voronezh Region and allow for more efficient use of the territory.
