The relevance of the study is determined by the critical wear of reclamation infrastructure, exceeding 70% in a number of Russian regions, including Krasnodar Krai, and by the need for scientific substantiation of organizational and economic tools capable of ensuring sustainable reproduction of the resource base of irrigated agriculture under the national development goals of the agro-industrial complex. The purpose of the article is to systematize the stages of evolution of state regulation of irrigated agriculture and to develop an integral indicator for comprehensive assessment of the industry's resource base. The research methods include historical-logical analysis of the regulatory framework, statistical analysis of Rosstat and the Ministry of Agriculture data, and the method of index normalization of partial indicators with their aggregation into a composite index. As a result, seven stages of transformation of organizational and economic regulatory tools in irrigated agriculture in Russia are identified ‒ from centralized planning of reclamation construction (1966–1975) to the current model of bringing land into circulation (2021–2030); the current structure of the state support mechanism is systematized, including types of activities, subsidy instruments, participants, and resulting indicators; a system of twelve partial indicators grouped into four blocks (production potential, reclamation fund, land protection efficiency, information base) is proposed, and an integral indicator of the resource base of irrigated agriculture R is developed, aggregating block indices relative to the target values of the State Program for Agricultural Development for 2030. The conclusions can be used by regional agricultural authorities to justify financing priorities for reclamation measures and to monitor the effectiveness of state support for irrigated agriculture.
