In the context of globalization and rapid technological advancement, the educational process at universities requires clear and effective legal regulation that takes into account both traditional principles of academic autonomy and accessibility, as well as modern challenges such as digitalization, international integration, and improving the quality of education. The integration of information technology into the educational process enables universities to quickly provide access to internal and external information resources, collect data on student progress, track student progress, monitor the quality of teaching, and analyze trends in the educational services market. This article attempts to identify current challenges in the use of resource and information databases in higher education today. Taking these challenges into account will help establish effective legal regulation in this area.
