The relevance of the study is due to the need to develop a scientifically based methodology that allows assessing the bioeconomy of the subject of the Russian Federation not only according to the criteria of production volumes of biological raw materials and products, but also according to the degree of formation of regional value chains, the level of scientific and technological security, the depth of integration of circulation models of resource management, transport accessibility, climate stability and socio-economic integration into the structure of interregional connectivity. The purpose of the study is to develop a mathematical model of the methodology for assessing the level of formation of the bioeconomy of the region and its testing on the materials of the Rostov region. The ability of the territory to permanently transform renewable biological resources and biotechnological knowledge into products and services with high added value should be considered a criterion for the formation of the regional bioeconomy, provided that environmental restrictions are met and significant socio-economic effects are achieved. The methodology for determining the integral index of regional bioeconomy formation is based on the verification of the following indicators: bioresource territorial potential, economic implementation and depth of integration into value chains, scientific and technological and personnel security, circulation and ecological efficiency in resource management, transport and logistics connectivity, climate and ecosystem stability, development of institutional and social environments. For aggregation, robust normalization, weighted geometric mean, and weights are calculated using multi-criteria evaluation methods. Demonstration testing determined for the Rostov region a score of 59.3 points out of 100 with a scenario range of 53.8-64.6 points. The resource-logistic potential was 84.1 points, the climate-corrected potential was 69.1 points, the actual realization was 55.4 points, and the transformation gap was 28.6 points. The result characterizes the bioeconomy of the region as being within the upper boundary of the formation stage. The main advantages of the Rostov region are an extensive agro-industrial cluster, the availability of processing infrastructure, scientific and technological potential and multimodal logistics. The main limitations are climate and water risks, disorganization of secondary biomass flows, insufficient level of integration of circulation control models, and a gap between research and their commercialization.
