Digital transformation of land management and cadastre is a strategic priority for improving the efficiency of public administration and sustainable development of territories. However, fragmented implementation of information and communication technologies generates systemic problems: lack of a unified methodology, growth of cyber threats, digital inequality, personnel imbalance, and isolation of national registries from global standards. The purpose of the study is to develop a comprehensive concept of digital transformation that integrates methodological approaches, risk management, modernization of human resources, and adaptation of international standards. The study is based on a systemic and comparative analysis of scientific literature, regulatory acts, international standards of spatial information infrastructure in the European Community and the International Organization for Standardization, as well as on the synthesis of domestic and foreign experience in the cadastral sphere. Four key components of effective digital transformation are identified: 1) methodology for implementing information and communication technologies, including pre-project analysis, specific, measurable, achievable, relevant, time-bound goals, and a three-level efficiency assessment; 2) risk management based on cyber resilience and overcoming digital inequality; 3) personnel model for forming narrowly specialized specialists with integration of education and industry; 4) implementation of standards for spatial information infrastructure in the European Community and the land administration domain model for creating an interoperable ecosystem of spatial data and harmonizing the unified state real estate registry with global requirements. The proposed concept allows overcoming departmental fragmentation and requires synchronous efforts of the state, education, and business. Unlike traditional approaches, it emphasizes the interconnection of methodology, security, human capital, and standardization.
