The use of BIM technologies as the latest tool for design, management and construction has firmly entered the top global trends in various industries, including construction. However, the process of implementing BIM technologies in the Russian construction market is much slower than in countries with similar construction rates. There are a number of legislative and now geopolitical reasons for this. The state, for its part, is trying to reduce this gap. Over the past few years, BIM technologies have existed in the paradigm of government-led sets of measures to support the digitalization of the construction industry. The article is devoted to the analysis of the current state and prospects of the introduction of information modeling (BIM) technologies in Russia in the context of import substitution. Based on survey data, case studies, and regulatory documents, key barriers such as technological backwardness, staff shortages, and legislative gaps have been identified. Despite this, domestic solutions (Model Studio CS, Renga, nanoCAD) demonstrate potential in niche segments. Recommendations on the development of R&D, education and legislative support are proposed. The results show that the success of the digital transformation of the construction industry depends on the synchronization of efforts by the government, business and science. The paper analyzes the problems of the application and development of BIM technologies in the investment and construction sector of the Russian Federation. The method or methodology of the work. The work uses the analysis: The regulatory framework of SP 328.1325800.2020, RF PP No. 331; Surveys of the BIM community: 80% of 1,000 respondents (BIM-Portal.ru , 2024) do not plan to switch to domestic software; Cases: RARITECO, CSoft Omsk, Moscow Metro; Expert interviews: opinions of CSoft, Renga, and independent BIM managers. An analysis of current scientific research relevant to the topic of this article. The purpose of the work. Analysis and comprehensive assessment of the problems of the development and application of BIM technologies in the construction market of the Russian Federation in the paradigm of state support, sanctions restrictions and other constraining factors. Assessment of the readiness of Russian solutions to replace foreign analogues, identification of key problems and proposal of development strategies. Conclusions. The package of measures introduced by the Government of the Russian Federation aimed at supporting the digitalization of the construction industry is working slowly. To overcome the backlog, it is necessary to apply stimulating amendments to the current legislation, standardize regulations, eliminate discrepancies and interpretations of regulatory documents. It is also necessary to bring the process of training qualified personnel with knowledge of BIM methodologies to a new level.
