ANALYSIS OF THE CURRENT SYSTEM OF LAND AND ENVIRONMENTAL MANAGEMENT IN THE GORKY DISTRICT OMSK REGION

Abstract (English):
Society exists in constant interaction with nature, consuming natural resources in the process of environmental management. The use of resources is carried out in the land use system. The diversity of the environmental management system leads to the diversity of the land use system. The development of different types of environmental management in one territory complicates the land use system and creates disadvantages. When developing documents in the field of planning and forecasting the use of land and resources, the first stage of work is always an analysis of existing land and environmental management systems, their assessment, and identification of shortcomings. The object of the study is the land and environmental management systems of the Gorky district of the Omsk region. At the first stage of the study, the natural resources of the site were studied. The environmental management of the region is formed mainly on the use of soil, plant and hunting resources, forming three main types of environmental management: agricultural, forestry and hunting. To organize the use of natural resources, a land use system has been formed. An analysis of the distribution of lands by categories and areas was carried out, which showed that the system of land and environmental management of the region is stable, in terms of scale of manifestation, agricultural environmental management predominates, and forestry is in second place. The land use system of both types is primary – fixed by the category of land and land plots. Hunting and environmental management is developing as a secondary land use. The region's agriculture specializes in crop production and livestock farming. The main land users are five agricultural organizations, 81 peasant (farm) enterprises and 8,619 personal subsidiary plots. Forest management is carried out within the boundaries of the forest district, hunting use is carried out within the boundaries of the assigned hunting area. The actual parameters of the land and environmental management system do not correspond to the optimal ones; it requires development and improvement.
